I'm trying to offer a contract to a FA I'm intersted in, however, the preset budget for next year and the year after for player salaries is not high enough, and thus it won't let me offer a contract, is there anyway to increase the player payroll budget for upcoming seasons? So if I'm in season 9 currently, I want to increase season 10 and season 11 budget inorder to sign FA.

It's not very high, season 10 is at 59k and I'm currently at 56k and season 11 is something like budget 48k and used 44K, not sure if this is clear and if it can be done.

Only way it can be done is to reduce your teams salary for seasons 10 and 11.

I believe future salary cap is a percentage of your current salary cap. Since you already set your salaries, as rockindock said, the only way to change it is to reduce your future salary obligations by trading away contracts (or letting people claim them off waivers).

If you transfer money from another area into payroll budget for this season, your future season payroll budgets will increase correspondingly at the same rate as if you had initially budgeted higher for this season.
