How important is it to make sure that you have quality coaches at each level? Are you looking to have better coaches at the lower levels because that is where players are developing?

It's possible to put your real prospects at the levels with the appropriate coaches if you have a development plan. Otherwise, you need to have acceptable coaches at each level. But the better coaches are going to take the better jobs.
