If I have setup A and closer A both available in the 8th, will setup A always come in first when tied/winning?

I would think so. I've never had my closer's innings available setting set to anything except 9 so he's never come in before the 9th. But if you set his innings available to something before 9, and unchecked "use closer in save situations only", you might have a different result.
