How is a tiebreaker decided for the amateur draft and rule 5 draft for teams who finish with identical records the previous season?

I would imagine that it would be the same as it is for playoffs:

Tiebreakers - A tiebreaker system is used if two or more teams tie for a playoff berth. Head-to-head record is used first, then division record, then run differential, then last season's record and finally a coin flip.

I don't, but teams aren't always in the same order for drafting as they were the previous year for the WW or in WC rankings.

The tie-breaker for draft position is run differential when two teams have the same W-L record.  I learned this the hard way, lost the wildcard to my inner-division rival because I lost head-to-head, and then the next season picked lower (worse) because I had the better run diff.  Infuriating.
