do jucos ever stick around an extra season or is that years of eligibility set in stone? i ask cuz i think i remember people saying that some players have will have a surprise 5th year (non redshirted). does this apply to transfers only?

Neither.  It applies to A: Redshirts or B: Inelligibles.

If you sign a transfer who was originally an inelligible, he will stick around for a 5th year provided you've met the grade requirements.

But that would have nothing to do with a juco.
