well, I suppose it comes down to philosophy. If you care about winning in the minors (or simply fielding a competitive squad for the level), you would want the best pitchers you can get, be they SPs or RPs.
If you simply care about filling innings, you would get whatever high STA/DUR arms you can find, no matter how bad they are. But the funny thing is that if you don't care how bad they are, why care at all? Why not just trot out whatever non-propects you have sitting around, even if they pitch at 0(0)?
Of course, an "effective" low-STA RP may end up pitching more innings than a horrible high-STA SP. Doesn't matter how many pitches you can throw if you can't get guys out.
Point being, there is no "shortcut" to the minors. If you care even a little bit, you will never have fatigue problems by managing your inactives every couple of days. If you want to just set it up and forget about it, then let the 0(0) guys throw their tired arms off.
