Does offering a player a lower salary than desired during arbitration **** them off and make them want to declare free agency? If you want to keep a player long term and didn't sign him to a long-term contract, should you just meet their arbitration demand?

It only angers them if you offer less and you WIN.  If you offer less and the player wins he doesn't care.  If it's a player you care about long term just meet their asking price.
