When you sign an international player, where is the best place / level to assign himn on the team?  Rookie, low A, high A...ect?

It depends on where his current ratings are...if I gauge the guy is 2-3 years away from the bigs he will go to High A. If he is just 1-2 years away, AA. If he is more than 3 years away probably Low A or even Rookie. Much like you would do with draft picks.

If it's before the draft, I almost always assign them to low A, assuming I have decent coaches there.

But don't assign him to rookie if the rookie season hasn't started yet.  Playing > Not Playing

Sometimes, the older IFAs should go straight to the majors. So there is no definitive answer to your question.

Correct. There's no harm in starting them in the majors, so long as they're better than your current option there and their durability is high enough to ensure regular playing time. Like others have said, it really depends on the player and your team's needs.

Thx fellas.  He is not major league material yet but I wasn't sure if a player HAD to work up the ladder starting at rookie.  Rookie season hasn't started to not sending him to rookie makes sense!!!  Low A for now but keeping an eye on him so see how he progresses.
