it would be nice if you could use your extra payroll at the end of a season to use as a bonus to extend the contract of your players who are set to become free agents.  has this ever been discussed by admin?

1. That's current season payroll.
2. You are not necessarily the one that will have the team next season

I know you can't.
I am just saying it would be nice.
And even if I don't have the team next season it definitely wouldn't hurt the other team.
I am using my excess payroll this (current) season.

The intention is to use this season's payroll this season.

With what you propose, one can decide to hold down the spending on this season's payroll and use all that "excess" payroll towards large signing bonuses for next season, thus reducing future salaries.  It's a way of gaming the system.  The current restriction is a defense against that.
