"Carry-over" recruiting efforts Topic

If I recruit a HS SR and get him green but don't sign him, and the player then goes to a JUCO and is eligible to be recruited the following season, do my efforts from the 1st recruiting season carry-over to the next? Will he be easier to recruit and sign this time around, or will I be "starting from square one" with him? Thx.

I think it's somewhere around 25% carries over.
