Now there's a valid reason to not have to check the knowledge base. So if your gripe is, "Anyone else find this irritating or failed to submit a ticket when trying to replace a user because they did not scroll down to hit submit ticket?" then I get it. Maybe they should have a process other than submitting a ticket for doing this, or they should have a category named "replacing an owner" that would by-pass this part.
Sounds like a good candidate for the suggestions forum. But you certainly understand admin's reasoning for at least attempting to have folks look at the knowledge base before sending in tickets that could be answered by the knowledge base.
