Coach, while I appreciate the offer, the truth of the matter is that it's very unlikely I'll be playing for you next season. I have some options which are pretty appealing right now and I just don't know enough about Davis and Elkins to possibly say yes. I'll keep it in mind though in case my other options fall apart.

-I am pursuing this recruit who is projected to play DI. He is currently undecided and I was wondering if I should keep pursuing him hard or just forget about it. Any thoughts?

I'd say you have a chance at him, but I would wait for him to contact you. That's just me, though. There's plenty of more experienced coaches here, but that's my thought.

you're still a backup option for him but he's not out of your league

evals to pull him down

scouting trips

I'm assuming you already sent him the package/letter and called him and his coach already (calling coach shows interest). I would than do a scouting trip followed up by a phone call (to get his thoughts), than another scouting trip to see what else your assistant coach may have missed the first time and also to show more interst from you, than call him a second time and get his thoughts again, than try a home visit (it will depend on how he views your school and your interest in him) and see if he takes it. Than do another follow up phone call. You'll know pretty much at this point whether you have a shot, or should just move on.

It's pretty unlikely IMO he would accept a home visit. If you really want him and can afford to, do cycles of 2 or 3 SV's at a time and offer him a scholarship. Some recruits are easier to pull down with SVs than others.
