Sorry, my mother language is french.. So, I'll try to ask my question in another way.

We are at the start of the season in the "Re-sign Free-Agents" step. It seems to me that something has changed. I'm pretty sure that we were able to offer contract to FA without waiting few hours to get an answer. We had a live answer from them and we were able to make another offer, until they accept it.

Yes, there is a time for that, but it's not until the start of the roster freeze for the Rule 5.

Nope, always been like that.  Wait until the next cycle (or half cycle) to get your guys back.

I think I know what he means. When you can sign your own FAs, and you offer their demands, only to be inexplicably told your offer is insulting, so you add a year with an option, or something...
