Does this have much affect on getting a recruit? I've only tried it as a last gasp effort and it I got trumped by untold amounts of money.

You can actually sign a recruit, even at Division I, for just a scholarship and a guaranteed starting spot.  Depending on the player, a guaranteed starting spot can go a long way and is oftentimes more effective than multiple home visits.
