Since you can not scout internationals what is the best way to judge their potential?  Scouting trips?

Yes. It's obviously a bit costly, but you can get everything you need.

Scouting trips will provide you with potentials. And the benefit to using scouting trips is you can find out whether or not a player has some high high potential. So while it is costly to recruit Internationals, you could really stumble upon a true gem that only a small pool of coaches is in the know on.
