Wow-- what a fun staff to inherit if you're a veteran player. Except for Song, they're all pretty darn good... Here are your problems:
1) This staff doesn't have enough innings on it at 100%, so you're going to pitch worse than the ratings would indicate.
2) Song isn't all that good.
3) Tomko can't pitch in a four-man, and will need a fairly low pitch count to pitch in a 5.
4) Hogan and Johnson both need short pitch counts.
First of all, put Robbins in the rotation. 28/65 DUR/ST is fine for 80-85 pitches. Now you need a 5th starter quickly; you can either (a) sign a durable guy who's a bit better than Song-- there should be one or more out there, still-- or (b) see if someone will take 2 of your bullpen guys (one of whom would have to be Hogan or Johnson) for a durable, solid mid-rotation guy. You'd be offering a better-than-average closer and a top-flight long reliever for an SP3; it's not unreasonable.
Assuming the trade, this leaves you with the following set-up:
Rotation: Gulan, Tomko, Robbins, (new guy), Song. Tomko probably has to be set at 85 pitches.
Closer: whichever of Hogan or Johnson you don't trade. Pitch count 10/10 for either of them.
SuAs: the three of Ordaz, Kipnis, Landrum, and Gandarillas you don't trade. Set them all at pitch count 35/45, and you'll have a LOT of games where Tomko and Robbins go 5-6 innings and one of two of your SuAs close out successfully.
SuB: White.
Finish the staff by promoting Al McFeely from AAA to be the mopup.
Someone with experience in tandems could probably tell you how to make them work here, as well.
