Recruiting started today at 6:01 for Tarkanian. How does a non-AI school already have a player considering them??

I'm guessing this guy is juco? If so, past recruiting effort transfers over.

I had a guy last season, maybe 2 ago, in my world that was a High School player that at the same timeframe you're refering to, was already considering another school in my own conference. The only thing I can think of was that the kids dad, grandpa, or high school coach was an alumni of that school and that's why he was already considering them. That scenerio didn't bother me, what did though was that I had a B+ prestige, the other school had a C something, was a SIM school, and after an extensive recruiting battle, I still lost out on the player to that school.

See how TRrrr said non-sim school?  Sims recruit before the first recruiting cycle.  You'll be able to find hundreds of recruits already considering sim schools.  They also can dump large amounts of effort in before human coaches start recruiting, and yes, it is sometimes hard to overcome that and can take a large investment to do so.  They don't put in any more effort on recruits they have already spent on, however, so if you ever take the lead you're pretty much going to keep it.

i thought sims continue to put in effort until they are kicked off?

nope, only at first. it may be possible for a sim to overtake you after you have a slim lead however - due to considering credit building.
