anybody have luck signing international prospects to a major league deal and less signing bonus money rather than the typical 15-18M bonus and minor league deal?

Yes, the $327,000 per year for up to 3 years counts toward the contract offer, so it's adding $981,000 to your offer.

It may have a negligible effect.  But the primary factor is total contract value, which is market driven, i.e. usually set by a bidding war between multiple interested owners.
