I've been messing with this idea for a while now and thought I would give it a try.

This will be a 16 team progressive league.
This will be a 1914 progressive with some unique features that I have always wanted to see in a progressive.
When signing up for the league you will choose a 1914 franchise.
From this franchise you will choose 13 keepers, these 13 keepers will be PERMANENT members of your franchise.
Players of this original 13 can not be traded, or cut, until they retire from the WIS database.
The members of your team that are not originally kept as a permanent keeper will be placed into the draft pool for the innaugural draft. In addition, all Federal League players will also be in the innaugural draft pool.

When a player from your 13 core players retires you must replace him with another member of your team on the permanent player list.
I feel that this will provide a longevity challenge that will give a team identity, and challenge owners to create a balance within the 13 permanent keepers, as well as the other 12.

The other details of the league.
1.Innaugural Draft-
The innaugural draft will be a 12 round draft in order of actual 1914 winning percentage with a straight format (1-16) in all rounds 1-12. Any teams unable to fill out a 25 man roster completely (I do not think this will be a big issue) will draft $200K fillers and then replace those players with AAA players.
2.No cap-
Set at $255 million
3.DH-
No DH in either league
4.Waiver Wire/AAA-
No Waiver Wire, AAA will be set at 18/10 below average.
5.Trades-
Trades can only be one year in advance, and obviously will exclude the 13 permanent keepers.
6.Divisional Alignment and Team Names-
Divisional Alignment will have 4 divisions of four assigned geographically with the same conference boundaries in 1914. Team Names are your own to choose as long as you keep your city name.
7.Future Drafts-
35 minimum wins by game 120 to be eligible for proper 1st round picks. If you are not at 35 wins by game 120 you are voided of your first round draft pick. 2 spots for every win under 35 with a maximum penalty of loss of 1st round draft pick.In order to discourage tanking, a 4 team lottery for the worst 4 records will be held. If you do not meet the minimum win mark you are NOT eligible for the lottery. I will use random.org to generate the probabilities of success in the lottery by using numbers 0-100.
Worst record numbers 0-40
2nd worst record numbers 41-70
3rd worst record numbers 71-90
4th worst record numbers 91-100
If you do not meet the minimum requirement of wins your penalty of 2 draft slots per win under 35 will start at 5. meaning 32 wins at the 120 game mark would place you drafting 11th in the next years draft.
This only applies to the first round. The following rounds in future drafts will be worst record (1st) to best record (16th)
Tiebreakers are home record, then head to head record.
8.Keepers/IR-
You are allowed to keep up to 18 players for year. With a minimum of 13, which are your permanent keepers. Only 5 additional players to your permanent 13 will create different strategies and create a deeper draft pool for each successive season. Injured reserve is unlimited, and in the event that a permanent keeper goes on injured reserve he can be replaced for that year for an extra non-permanent keeper. However he must be on your team for each season after he goes off of Injured Reserve in the WIS database.

When one of your permanents retires, where do you get his replacement from??

Future drafts, or players already on your team. So say a permanent retires, you then pick another player already on your team to become a permanent keeper.

Even if that player is not connected to your original franchise??
So after 3-4 years I could have 10 Phillies, a Giant, a Pirate, and a Cub  make up my 13 Permanent keepers??

Right, it's more about creating your own teams identity and trying to balance your team.

Where is the *longevity challenge that will give a team identity* if all of my 13 original keepers can be replaced by Phillies, Cubs, Pirates, etc.??
If anything I would think you would make the owners replace *original* Yankees with current Yankees each year.

I think that's a little unrealistic for 13 players every year with all of the drafts and potential trades. I'm not trying to replay history verbatim i'm just trying to create a challenging concept. That's all.
