Unbalanced Contracts Topic

Didn't unbalanced contracts used to be prohibited? A free agent in one of my worlds just signed a deal for about  $9 mil the first year, and then about $20 mil per year for each the four years thereafter. That seems dangerous to me. Is this new?

"In a five-year contract, no season can comprise more than 25% or less than 10% of the total value of the contract."

That guy (Dunn?) had $9m for season 1, then $20m for 3 years, and then $18.5 (if I'm not mistaken). I think the first years' salary is a hair over the 10%.
