I'm still on this guys back up list, i only got 1300 cash left...should I bail , and spend it elsewhere? this player is still undecided and he's not even that great, i don't think anyone else is into him....i've spent a lot of money on him and I'd hate to lose this guy...whats the best advice...do you need any more info?

Depends on your other alternatives.  Ive used way more evals to get a guy and way less.  Its a tough call.

ok....i haven't given any money to anyone else, I've signed 2 of 3 already , need to sign one more...only have 1300 left so i need to make a decision in the next couple hours

crux of it is someone else may be simultaneously trying to pull him down...how many more evals will that 1300 get you?

If nobody else is trying to get him then you can just wait and he should drop to you first.  If they are then you have to try to decide whether or not you think you can beat them.  If you think there's a chance somebody with more money left than you is still on him I'd back off.  If you're wrong and nobody else is on him you should still get a message from him soon and then throw him an HV and sign him.  If he starts considering someone else you have a bit of money left to go a different route...  That said if you can afford to risk the walk-on I often throw what I've got left at the guy at this point and just hope it works out.
