First of all. If a player is not on the depth chart will they ever get into a game?

I am under the impression that leaving a player off of the depth chart holds them out. Assuming it does. If I were to not play a player the entire season they would begin to get angry that they weren't playing enough minutes and their WE would begin to go down and they could potentially transfer. However, if I were to force a RS on them near the end of the season they would drop to 1 WE. Would this then negate their inclination to transfer since they are being redshirted? Or would they still be likely to leave?

I know this a strange hypothetical. But any feed back or speculation would be appreciated.

They CAN play. Usually blowouts/foul trouble/sim glitch/phase of the moon, etc.

But.... if the player in question does manage to play zero or few minutes AND he is a freshman then he is unlikely to complain. Of course this assumes you didn't promise his momma that he would be playing and could be seen on TV.
