If you are seeing something that looks like that, it might be that one of the guys is the "teen wolf" type that jacks up shots.  There also seem to be shy types that need more distro to be convinced to shoot.

Of course, this is at odds with TK's statement that there is nothing that affects the game that isn't in the visible ratings/IQ, so what do I know?
