Also, while I don't think I have had less than 30 wins thus far, but just basing on what I see in my other progressives, do we think the 20 win floor is too low?

Most just do a lottery.  I can send you an example...  if you think that reverse order of wins is what you want, which I am not necessarily opposed to, a floor may be appropriate.  I would say 10-15 though.

Also, with these size player pools, it seems like ABBA draft format works a lot better than snake.
