Recruiting Against SIM Topic

I am recruiting against a SIM for a decent player. The SIM has a pretty good prestige advantage. When the word on the street is that the SIM is *very tight* with the player, and the SIM has a good prestige advantage (a letter and a half), will I have to spend a significant amount to overcome that? I have spent a modest amount and still am not being considered. The amount I spent, while not huge, should have been enough to at least be considered. Trying to decide whether to call it a day on this guy or keep pressing. I am not interested in spending alot to get the player as I have that money earmarked for my other recruits, but have some extra available and am trying to determine whether it will be best used there or elsewhere. Basically I could double my spending on the guy but since I am not even being considered based the amount I spent, would doubling it even make a difference? The player is within 100 miles. 

Sorry for the vagueness, for obvious reasons, but any assistance is greatly appreciated. I know that it is hard to answer when you don't know how much I have spent already.  Thanks.

I decided not to pursue the player. It did not seem that I would catch up quickly enough (read: cheaply enough). But I would still be interested in people's thoughts on this topic.
