My first round pick is giving me this message when I make him an offer

"Steve is content with your offer, but is still unclear about his future. College is still an option, so he's gonna take his time with this decision. He'll let you know if anything changes."

Does this mean I just need to wait it out?  Think he will sign?

Yes just wait it out.
As to whether or not he'll sign, no one knows. Either he will or he'll come back and ask for more money.
Either way, at this point you can do nothing but wait.
