I know that a kid who starts a season as ineligible does not practice and that one should put all minutes into study hall

what about a kid who flunks the first semester - all mins to study hall or does he practice?

He practices; you should probably shoot a little extra into study hall to make sure you get him back, but definitely keep practicing.
