so I'm in the offseason of my first year, and recruiting for my second year starts on the 19th.. I've searched through the prospects and don't see many good ones so far that are local and I'd have  a good shot at (B+ prestige) .. will this change?

did you check up a division?

Won't change in the sense that no prospects will be added, but you have to keep in mind that in one of the more recent adjustments to HD the ratings of DIII players have been toned down, because some DIII players were turning into elite DI-type players. 

But trobone is right, if you want some better players that are local, try checking DII prospects.  Those prospects are a lot easier to pull down/acquire via drop downs than anyone at a distance farther away.
