DI ineligible recruits/jucos Topic

I was wondering if there was any better way to handle ineligible recruits than the current system.  Right now you can have an ineligible sign with your school, but then at the end of recruiting he can go juco and you end up getting a walk-on and no way to recruit for that open spot.  I feel it would be better if a player would go juco, then maybe during recruiting he will tell you, I don't like you enough yet to pay my own way and wait, I am going juco for now.  For some guys the recruiting effort needed to get him to come to your school would be variable, so some ineligibles would be open to signing for low effort, some it might take a lot of effort or you could spend and never reach a point to where he will come.
I am just frustrated because I had a local ineligible sign with only considering a team of mine in which I spent over $30k in home visits and campus visits.  He did not even consider any other team and signed with me like any normal recruit.  Then after recruiting he decided to go juco and not only not come to my school, he went over 2000 miles away to go to his juco school.  The next year the recruiting effort that was put in previously had little effect and he signed with a local school to him there 2000 miiles away that showed no interest in him the previous season's recruiting.
Sorry for the lengthy explanation, but I think if in my example the recruit at like $10k spent still said "thanks, but I am still leaning towards going juco if I am ineligible" that it would give teams more of an option as to whether to keep recruiting him or move on, instead of him saying I love your school, you are the only team recruiting him and he signs, and then after recruiting ends he leaves and goes 2000 miles away.

I think having some messages from the recruit indicating which way they are leaning is a great idea.  Also, it would be beneficial to be able to continue to recruit the kid after he signs.  You could almost treat it like a second round of recruiting, your school vs junior college.  That way you could put in enough to get the guy to sign, then after he signs start putting in the extra effort to keep him away from junior college.
