Redshirting a SO Topic

I have plenty of experience redshirting FR, but none redshirting SOs.  I know that if a FR doesn't take the RS the first time he usually will take it if you keep on trying.  What about for SOs?  I have a full roster and will not have any true FR on my team, so I'd like to RS one of the 5 SOs I have, but the guy has rejected it twice.  Is there any chance he will ever take it?

~25 the first time and almost all of it the second time (WE is 41).  I'm guessing there is no way he will take it.  Problem is he is a SO with a total rating of 485.  I have a RS SO SF with a total rating of 612 at the start of his RS SO season.
