What does High-high, low-low, and all the rest mean?
 I hear it alot, and it seems like it's important.

Well.  YOu have different levels of potential.  On the basic level, you have low(0 - 6 points) Avg:  7 - 20 points and High: 21+ points. (Some might argue the specific cutoffs, but somethign like that)

Using scouting reports you get messages that can clue you in to more nuance:  The Low low and high low are not that relevant - the entire category has only six points of play.  But among high you have the messages indicating a 'low high' - 21 - 27 points. . .and a HIGH High which is 28 or more. . sometimes ALLOT more points of improvement.
