Does anybody know about the Future Stars "Discounts". What are they and how much can you save because that is really important for my D3 team. Do you save after recruiting begins or after signings begin?

After signings begin -- it's based on how many unsigned recruits there are in a particular state.

Is their a specific % you save based on the # of recruits.

You get a discount for multiple states as well.  As you purchase more states, you start with a 10% discount and then it gets progessively larger the more states you buy.  I don't have the exact number of states per discount.
The post-signing "discount" is just a reduced cost because there are fewer recruits in that state.  FSS is calculated based on the number of available recruits.  As recruits get signed, there are less recruits and accordingly, less cost.

With 2 states its 10 percent, 5 plus its 15 and 8 or more its 20 percent. As was said, especially in lower levels, its worth the wait until signings start as a lot of states will have half as many eligible recruits, thus half the price.
