As a C at Ohio State, a 4 star in my backyard is rejecting all of my HV's? Do you have to 'pulldown' even at this level as well?

at most levels you have to warm them up a bit don't you? with a scouting trip or two?

What's his response when you call him? If it's the traditional backup response (and it sounds like it would be), then yes, you have to use scouting trips to pull down.

Backyard or not, I'd assume that you will run into some stiff (perhaps insurmountable) competition going after a 4-star with C prestige, so I'd be prepared.

I agree with girt.  An A or B prestige school could poach him pretty easily even if he is in your backyard.
