if you have 6 scholarships open for a season, you get 90K in division one - if you have carryover from a prior season or is there some rule that limits budgets in that situation?

If you're in a good enough conference and you have a 6/6/0/0, you can break $200K.  Hell, one 0-class might be enough for $200K in ACC-Allen.
