I've never had an ineligible actually go to JUCO before, but in case he does go to JUCO, do I lose all my carryover money since I had to get a walkon?

No, you still get the 25% since you filled all the roster spots before recruiting was completed

Sometimes, the player will be considering you at the beginning of recruiting.

I used to think the amount of recruiting money spent was a factor.  I don't think so now.  It might be a positional thing.  If he is a SG and you only have 1 on your roster.  I dunno.  Maybe it's completely random.
