Is it possible to get a recruit interested in your school if you have no scholarships? I want to drop one of my current players, but only if I am able to actually get the recruit interested.

Yes

He won't actually consider you until you have the scholarship available I believe.

I went through this 2 seasons ago I wanted to get a guy interested before cutting someone but he didn't show up interested until after I cut the player. I would say sink some money into him get him giving you positive responses, make sure nobody else is on him then cut the player and send the guy 1 more effort to have him come back interested.

I went through this last recruiting period and the player said he loved my school and that he couldn't wait to play for me but wouldn't consider me.  The cycle after I dropped a player I showed up on his considering list.
