What about Jacksonville would, for example, my 31-year-old mopup pitcher making the league minimum (but with a gambling problem, so only taking home about 1/7th of that) really enjoy?

It should also be noted that - due to a series of unfortunate DUIs - this mopup pitcher would not be able to drive a vehicle while living in Jacksonville, and (after paying off his debts) cannot afford to hire a driver.
