International Distances and Recruiting Costs Topic

Are international costs affected by distance as well?  That is, will a recruit in north Mexico be cheaper for UTEP or some other Southwestern US school to recruit than it will be for a school in Maine to recruit?  Do the same 200/360/~1400 mile cutoffs still apply?
