I know that a kid who arrives as an ineligible wont practice while he sits out, but if a kid flunks the first semester, does he practice and improve while he sits out the second semester?  same as normal or less?

They continue practicing and improving.  I don't think the rate changes (athough obviously if you put more minutes into SH, they will improve less), but I'm less certain on that.

Not only that, but improvement is directly affected by minutes played, so of course the improvement rate will go down some.

Yeah, they'll improve at the rate they would if they were redshirted.
