Type D picks and type A protection question Topic

If there is a type D pick in the top 16, would it push the team that would naturally have the #16 pick out of type A protection, or would that team still be able to sign type A's and not lose their pick at #17?

Old, but is this definitely correct?

I almost never sign Type As or have picks this high...  and never at the same time...  so I honestly never ran into this before.
