This recruit is on my D3 list, yet he rejects my home visits. Is this one of those scenarios which he's really a "D2 player" showing up on my D3 list and I should send him a phone call to see if he's "recruitiable" (a.k.a move on), or do I just need to put more recruiting effort into him?

Here's his scholarship message:
"Piedmont is just not in my future. I'm not saying no just yet, but you have a LOT more selling to do before I would consider Piedmont."

Submit a ticket.  And I'd call him and see what it says.  But definitely send a ticket.  They need to fix this glitch.

Don't think this falls into that scenario.  Sounds like he didn't reject your scholarship.  If he didn't do that, that does not follow the pattern of the bug.  Sounds like you just need more effort.

Just an update: I sent him a phone call, and he replied telling me that I'm a fall back for him (clearly a drop down message, even though he's on my D3 list). He eventually dropped down to me, so no major harm done. It definitely was some sort of glitch. Thanks guys
