Last year I had $20 million set as my scouting budget.
When setting this year's budget, I can only select from $16-$20 Million.
Is this normal???
I would like to drop them dramatically this year, but can't.
Maybe the logic is that in real life, I wouldn't just fire over half of my scouting staff at one time???

Logic behind ADV is that you could go 20/0/0/20 every 4 seasons and get what you need.
