This is the first time I've ever used this player and was wondering if another pitcher had a higher speed rating.  Also, is there a way to use him as a pinch runner?

Only way to do that is to have all your available position players be set to rest or below their autorest stamina.  Sparky will always PH and PR with any position player available before he will use any pitcher.
