Maybe a dumb question, but if guys give you the "backup" messages, are they guaranteed to drop down IF they aren't picked up by a higher school (sim or human)?

Is it possible that a recruit can give you the backup message all the way up until the end of the signing period without dropping down or signing with anyone?
