I've never quite faced this situation.

made no promises to a kid - did not inform him of redshirt, but I put the RS on him during exhibitions.

his WE dropped from 25 to 16 and he sent a message that he is unhappy.  Is there a risk that he could transfer because of this - or is it just lower WE that is the downside?

I don't think the drop in WE is enough to make you reconsider it. It's not that big of a drop, plus 25 is a pretty low WE anyways. Keep it on him if you really want the extra year. Also, I have noticed that if you tell a kid in recruiting that you are going to RS him, if he accepts it (in DII and DI) that means he's probably not good enough to play at your school anyways!

I have the same situation this year metsmax.  No inform, no promises, he dropped from 77 to 63 in WE.  If I leave it there is no worry of a transfer, right?

I believe that is correct, but I cant say that I know with 100% confidence

he won't transfer...but at 16 work ethic he's not going to improve much at all either.
