I acquired a pitcher who had been misused and was down to 0% fatigue rating. How long should it take for him to come back? I have him resting and haven't seen the % increase at all.

It really depends on how badly he was overused and what his DUR is.  Once they go past 0, if they keep pitching, they keep going negative and it can be a really long time until they recover.

His durabilty is 21 and he was used in 10 games with a 0%.
