Need to appoint a commisioner to an existing world.was informed that WIS may need to approve it. If so how do I go about getting it approved.

Send a ticket to Customer Support. If you're replacing a commissioner, then two tickets probably should be sent: one from the commissioner saying it's OK to replace him, the other from the guy saying he's willing to do it.

??? You're talking about Williams, which is a public world. Public worlds don't have commissioners. And if you want to make it private, someone else will have to advise you.
