Im considering drafting a SP with the #5 pick, everything looks great except his pitches.

His ratings are:

Control, vL, Vr, Velocity all look great. But his pitches are pretty bad. My question is as a matter of importance when ranking a pitcher how often do you look at his pitches, and when you do how high do you rank pitchers based on that... is this guy even worth it?

Aside from his pitches he is better than the rest of the other pitchers in this draft class

The pitches are not "pretty bad".  The 74 is weak for a "best pitch" and the other three pitches are mediocre at best, but overall there's nothing there that's going to kill him.

Not knowing what your scouting budget is, or what else (i.e. position players) you're seeing on your board, or other factors about this pitcher, it's impossible to say whether or not he's worth a #5 OVR pick.

Age is a factor.   If he's 22, he's probably not getting to 74.   Even if he's 18, he's probably not getting there.  So P1 is likely going to be upper 60s.  Park would also be a factor with a GB of 37.

And, as tec said, we can't say "No, he's not worth the 5th pick" without knowing the other options.   But, in my opinion, he's going to be a borderline BL pitcher in a neutral park.

I value pitches less than any owner I know, and if this guy is worth the 5th pick, this is a terrible draft pool.  The key reason I feel this way is that you have him projected to gain 37 points in CON and 33 points in VsR, and gains like this are vanishingly rare. EVen though you have 20/20 in scouting, I doubt the projections, even if he's 18.

I see him as an SP5, probably-- maybe an SP3-4 given your scouting budgets.

With the #5 pick, there has to be a better guy.  He's decent, a #4 or 5, but there has to be a more useful guy ready to go.  If he has marginal health and makeup that would scare me away even more.

Based on those projections, I would actually say he will be an excellent pitcher. The problem is, he won't hit those projections. It's not even about the pitches; Control/vLH/vRH of 89/71/85 are great, but what if it ends up as something like 70/60/70 (which seems more likely given his current ratings)? With those numbers, those pitches will definitely not help.

What type of park would a ground ball pitcher thrive in?

GB pitchers are fine anywhere.    FB pitchers, which applies to a 37, need to stay out of +HR parks.
