The divisional play-in round (the first) should be seeded so that the four teams playing in that round should be ranked best to last, according to W/L record, in the group, regardless of division winning or not.  Oftentimes a weaker team enjoys better seeding just because they are located in the weakest division.  With a balanced schedule, there should be balanced playoff seeding.
