Does the box score always show hit and run, even if a player steals and the batter takes the pitch? Even if it does, are you going to go through every box score of every game to make sure no AAA guys steal? Also, if you're already eliminating steals from the game, why bother to ban A+ arms? If no one can run, there's no point in paying a premium for a catcher with an A+ arm anyway. I like the idea you're aiming at, but don't think you need to go to these extremes. If you limit position players to those with a 25% success rate or less, nobody's going to run much regardless of whether it's allowed or what the C arms are. You could also make it draft-your-own AAA so nobody accidentally gets a high-speed player.
You could also cap the speed rating, to take make hit and run far less attractive.
Something like this would accomplish the objective with far less oversight required, and without limiting the player pool so drastically.
Players with 25% or better SB success rate ineligible
Players with speed rating over 75 ineligible
6/4 draft your own AAA (none can have SB success rate greater than 25%)
Pitchers may not be used as pinch runners
